欧美国家屡次发生因儿童玩弄打火机而不慎失火的事件，为了确保打火机使用中的安全性，2006年5月11日欧盟委员会正式通过了2006/502/EC决议，要求成员国采取措施确保只销售安装了“CR装置”（防止儿童开启装置）的打火机，并要求同时符合一般产品安全指令2001/95/EC和打火机安全标准EN ISO 9994:2006的要求.
